A new `block_immediately` action is available for [thresholds](https://www.fastly.com/documentation/reference/api/ngwaf/thresholds/). When set, every request carrying the configured signal is blocked unconditionally, with no rate window applied. Supported for Pentest, CVE, XXE, and AWS-SSRF signals.
