Add fastly::compute_runtime::get_heap_mib for reading memory usage
Add fastly::experimental::reusable_sessions::Serve for using a callback handler when reusing sandboxes.
Explicitly register max_connections as 0 even when BackendBuilder is not provided a value for it.
